| The construction of eco-village in Beijing started early. The development of eco-agriculture has already expanded to the scale at county level since the 1990s, but there lacks typical representatives under the lately conditions. Eco-tourism and tourism agriculture of Beijing's suburb emerged in late 1980s. As eco-agriculture became main stream of suburb's agriculture, it pushed the development of the tertiary industry and poured vigor for suburb's economy, at the same time, offered the developing direction and pattern for eco-village construction in the mountain area of Beijing suburb.In this paper, it is showed that the old concept of the eco-village based on eco-agriculture was a kind of low-level, no integrity and unbalanced development eco-construction at village level. Whereas the construction of eco-tour and tourism agriculture village is built in a higher level, of which target tends to full-scale and balance development. The eco-tourism and tourism agriculture village emphasizes integrity, high-efficiency and harmony. The theory foundation of eco-tourism and tourism agriculture at village level mainly incorporated: the harmonious development theory between urban and rural areas, society-economy-nature compound ecosystem theory, land use system analysis theory, landscape ecology. The essential characteristic of its basic demand is "harmonious and pleasant environment".The mountain area of Beijing suburb cannot totally imitate the village construction pattern for eco-tourism and tourism agriculture in plain area. The basic tactics are: to promote the development of the eco-tourism and tourism agriculture by the idea of "managing", to regard ecological planning as the guide of rural construction, to regard perfect agriculture and village management structure at village level as the support of eco-tourism and tourism agriculture construction, as a result, to realize the coordinated development of nature, economy and society.This paper takes Beizai village which lies in the light mountain area of Beijing suburb as a case study. The analysis to the economy, society, nature system indicates: this village economy have certain foundation, but resident growth in earnings eases up. Income derived from the tertiary industry relatively increase quickly. This proves that eco-tourism and agriculture can play the role of the leading industry and will become the continual and steady economic source in the future. The society system analysis indicates: the age structure of this village goes to ripeness, population tends towards stability in the future, the conflict between people and land eases up. In addition, the education of majority is relatively better and people's thinking is more rational. All this permits eco-tourism and tourism agriculture popularizing and going on easily and enduringly, and also makes techniques easy to be mastered. The nature system analysis shows: this village has perfect climatic conditions, abundant water resource, various landforms and forest coverage rate, which is richly endowed by nature to develop the eco-tourism and tourism agriculture. But also there are a great deal of restriction factors in the present Beizai village, which need to be overcome and guided.The general planning for Beizai village based on the system analysis and diagnosis, using the land use system theory, the eco-economy system theory and landscape planning theory, improves the ecological function of land system of Beizai village, promotes the continuous regulation and control between people and environment. And according to the landscape characteristic and position advantages, Beizai village is divided into nine districts: forest eco-tourism zone, recreation and amusement comprehensive function district, Hi-tech agriculture garden, rural inhabited region, goose and duck farm, vegetables industry district, flowers nursery stock district, plucking garden with the function characteristic of ecology protection, recreation amusement, city agriculture, living and inhabitation, food supply separately.
