Analyzed from the perspective of system, the environmental protective system falls into its exterior and interior forms. The constitutional environmental protective system belongs to the former. The constitutional environmental protective system, as the exterior form of the environmental protective system, is closely related to the basic systems of a country - the political, economic and cultural ones, and at the same time it receives influence from the interior form in the same framework. Therefore the constitutional environmental protective system is identified with its political, economic, cultural and ethical basis, and correspondingly the value orientation of the system in question is represented by its function of intensifying democratic constitutional politics, its expedition of the sustainable development of economy, its tightening of the cultural function of constitution and its realization of the harmony between human and nature. Harmony contains all the elements required by values of the constitutional environmental protective system; at the same time, it surpasses the requirements of the original system and therefore is equipped with the internal concepts that are absent from other value elements in the same system. It is associated with other values of the system of environment protection in some balance, constituting, along with these values, the value system of the environment protection system. Harmony originates from humanism and exceeds humanism, as reflects that the ultimate goals of the constitutional environment protection system are the realization of guarantee of human rights of humanism and the improvement of social welfare. Through the comparable analyses of the constitutional environment protection systems of different countries, it is proved that the general trend of the system inquestion in these countries is toward the value of the system and its ultimate goals. The analysis of the constitutional environment protection system of our country proves its legislation greatly improved but still inadequate in its design inadequate, thus the system in question needs" comprehensive and systematic reconstruction that should be one centered on human.
