In recent years, the Central Open Market Business Management as one of our country's financial structure macro-control policy tool is becoming more and more important with its special character and function. However, it is seldom discussed academically, especially very few constructive policies proposed to the potential problems. Owning to this, study and analysis are made to above policy tool in this thesis, by using the theory and solution of management science, in order to get proof in combination of theory and practice to provide references for relevant departments in their decision making.In the foreword, the basic concepts as well as the main issues and its meanings for discussion are introduced; in chapter I, the position of the Open Market Business in economy macro-control as well as in central bank is evaluated. The importance of enhancing the Open Market Business, both its necessity and possibility in present economy are stated. Comparition study is made in Chapter II, of the application of Open Market Business in different countries. By analyzing the experience gained by some advanced countries and regions such as USA, Germany, Japan and Hong Kong, common features of Open Market Business are drawn, with purpose to get their matured experience and enlightenment for us. Chapter III recalled the development history of the Open Market Business in our country and informed the present status and existing problems. It is pointed out from both tools and environment sides, that all these elements like un-sufficient national debt, structural deficiency, the un-matured inter-bank debt market and the un-market-controlled interest rate are preventing the proper development of our Open Market Business. On top of this, the author gave his own personal suggestions against the problems.
