China’s Business Environment Policy Changes:Process,Logic And Future Direction

Under the new circumstances,it is the focus of government to deepen the reform of government functions and create a sound business environment.As an important measure for Chinese government to regulate modern market economy and implement social management,the reasonableness of its setting directly affects the overall business environment.At present,Chinese business environment still has a certain gap compares to the world-class level,so there is an urgent need to improve the policy formulation and implementation process of business environment.By exploring the historical process of business environment policy changes,we can better grasp the characteristics and logic of business environment policy changes,and on this basis,further enhance the scientific and effective business environment policies,and even have a positive effect on other public policy areas.The core problem of this paper is to study the process,logic and future direction of business environment policy changes in China.The research mainly includes:combing the domestic and foreign studies of business environment policy and the theory of policy change,choosing historical institutionalism to explain long periods of business policy change process.Therefore,we collect 390 articles about business environment of policy texts during 1978-2020,by adopting content analysis and coword analysis to observe the changes of business environment policy in our country.After constructing an analysis framework from historical institutionalism structure to history,behavior,the history and logic of policy change,the future direction of business environment policy formulation is then discussed.Based on research results,this paper has the following findings: At first,the reform process of Chinese business environment policy changes can be divided into four stages: the initial stage of reform,the consolidating and developing stage,the accelerated transformation stage and the deepening and innovative stage.During the long period of policy change,the theme,instrument structure,subject,concept and process supervision of the policy have been optimized,but there is still room for upward mobility.Secondly,the external macro context of business environment,structural changes of relevant political variables,key nodes in history,path dependence in the policy process,actors’ interest and perceptions,as well as policy effects play different roles in the change of business environment policy.In the future,business environment policy formulation should focus on a number of aspects such as rule of law construction,decentralization,the policy system,the key nodes of historical development to break path dependence,and strengthening the credit supervision system.
