Agricultural infrastructure is establishment and framework which supply the common condition and service for agricultural sustainable development which can also satisfy the farmer's request for the direct production activity. Agricultural infrastructure is featuring with quasi-public goods and externality. So, it is different from the private goods in investment and management. The paper give the suggestion on the agricultural infrastructure's investment and management, which based on the analysis of the question in our country agricultural infrastructure's investment and management and use the positive and normative method. The paper is made up of five parts.The first part is the introduction of background and the problem; The second part analysis the agricultural infrastructure's conception and feature and the effect on agricultural development. The author argue that our country use harmonized development stratagem on agricultural infrastructure; The third part analysis the problem in our country's agricultural infrastructure's investment and management and give some suggestion on it. In detail, the government should play an important role in the course of agricultural infrastructure's investment and management and use method of social cost and income analysis. The forth part calculate several agricultural infrastructure's contribution on farmer's income which based on the data of GUANGXI and the model of econometrics. The last part, we analysis the problem in our country's agricultural infrastructure's investment and management and give suggestion that our government should do more work on it and based on market.
