On The Construction, Operation And Management Of Network Infrastructure--Research On The Theory Of Public Goods

The theory of public goods is developing day by day and the appearence of network brings new meaning to it . Network infrastructure is incomplete public goods with some characters of excludability and rivalness . As a result , many problems come out when network infrastructure is collocated , such as 'the tragedy of the commons', Prisoners's Dilemma and 'free-riding-problem' etc.This paper discusses about the construction , operation and management of network infrastructure from the view of the theory of public goods.It can be divided into four parts . The first part is the basic theory of this paper , dealing with the concept and charaters of network infrastructure . The second part is discussing about the problems on network infrastructure construction , especially the private provision of network infratructure . The third part is concerning with the operation of network infrastruture . After the arragement of its business scope , the price of network infratructure is quarrelled about . At last , the research of network infrastructure management is referred to . It focuses on the content and system of network infrastruture management . The main content of this part is about the permission of entering into the market, the management of enterpise's behavior , pricing policy and network competition .
