Monopoly is an inevitable economic phenomenon that is opposite to market competition when market economy develops to a certain stage. Monopoly includes natural monopoly, administrative monopoly and behavior monopoly. There are several reasons for the forming of monopoly. The forming of monopoly in our country is quite different from that of the developed countries. Monopoly in China is administrative monopoly. It is based on planned economy and has much to do with administrative power. There are three reasons for the spread of administrative monopoly in China. They are the dislocations between the unbalanced benefit and the government attitude, between government and market, between government and enterprise. The existence of administrative monopoly hinders the fair competition and economic reform in our country, and finally it will prevent our economy from developing. Through qualitative analysis, comprehensive analysis and comparative analysis, this paper serves as a solution to the administrative monopoly. In the process of governance administrative monopoly, we should eliminate administrative monopoly ,which does not belong to natural monopoly, from government regulation. We must change the idea that no competition is needed in natural monopoly. Getting rid of monopoly, forming multi-competition is to be realized after following the successful foreign experience in company reform, in introducing social capital. In order to get rid of administrative monopoly, we must change the function of the government, meanwhile separate government and enterprise. We must combine getting rid of administrative monopoly and the reform of the state enterprise share-holding system, and the transforming of enterprise management mechanism.
