In the field of railway construction in China, innovation and improvement in technology are always the top of the priorities. With the emergence of many new technologies, whether old technologies should be improved and how to select out the best improvement plan in many advanced and applicable technologies have been crucial in decision so as to obtain the best overall effect on different aspects, such as economics, society and technology.Nowadays, new technologies come forth like bamboos after spring rain. With the speeding up of improvement in technologies, the content of improvement in technologies have being perfect and rich. The content of railway improvement project, which used to mean the improvement of the existed trail in narrow sense, extend to other aspects, such as renewal of equipment in surveying design construction and engine. Existing evaluation on improvement projects in railway technology are independent analyses of effects on different aspects after improvements. Evaluation indexes are not perfect and Evaluation method is lack. According to the character of improvement projects in railway technology, the dissertation set up a set of evaluation index system, which related to economics, society and technology. According to the principle of increasing analysis, the quantity of evaluation index is realized by means of Delphi. This paper uses the principle of grey correlation degree, combined with AHP to determine the weight of assessment index, and according to the improvement projects in railway technology, put forward the grey correlation method. A set of comprehensive evaluation theories and methods, which is suitable to improvement projects in railway technology, is formed.Finally, the practicability and applicability of this set of comprehensive evaluation system are demonstrated by a case of electrification improvement in Xiangfan railway. A clear, quantitative and accurate evaluation result is supplied for decision-makers.
