Maritime transportation is a significant component of national communications and transportation. It cannot be substituted by other means of transport, especially in foreign trade. With the economic growth and the globalizational acceleration, the status and impact of maritime transportation will be enhanced increasingly. It has profound significance to accomplish modernization strategic aim.The development of maritime transportation depends considerably on science, technology and talent. Maritime education, offering professional people, plays a fundamental, overall and pioneering role in maritime economic development. The policies of investment and financing for maritime education influenced by many factors have some peculiarities that are immense investing demand and narrow financing channel. As the material basis, backward policies will hinder education from upgrading and scale broadening, then restrict the rapid development of maritime transportation. The question is how to boost maritime education through formulating the national investing and financing policies.Based on current policies' evaluation by analyzing a typical case, incorporating foreign experience and considering future policy environment, this dissertation presents some suggestions to investment and financing policies on maritime education, as well as how to carry them out.This dissertation consists of five chapters. The first one simply introduces not only the structure, attributes and functions of education but also the system, features and condition of national maritime education. Being non-profit-making industry and quasi-public goods, education has active externalities. In the particular and irreplaceable position, the national maritime education is beneficial to improve the employment level, advance the economicdevelopment and heighten the ability performing international maritime conventions.The author describes the peculiarities, influential factors and developing situation of investing and financing for maritime education in the second chapter. Because of having some features, such as manifold items, high costs and remarkable benefit, the investing and financing for maritime education differ from others for common national education. China encourages raising funds from many channels and allocates more money to maritime education than to other specialized education.In chapter three, by analyzing two years' cost for maritime specialty in Shanghai Maritime University, the author evaluates the current investing and financing policies objectively. The financing channel is unitary, mainly counting on the sponsored funds. Even though the funds from government have increased in recent years, the total cannot satisfy practical need. To some extent, current policies have promoted the development of maritime education, but there is still some distance from the demand of maritime education and maritime economic development.Chapter four makes a contrast of the investing and financing policies of many countries that have developed maritime industry or normal education system. The result is that our policies are backward relatively. We can use foreign experience for reference, i.e. speeding up the investment and financing legal system construction, enhancing the capital profitability and introducing various financing methods.The last chapter puts forward some suggestions to reform the policies for maritime education and constructive measures to guarantee the application of these policies. The suggestions to the investing and financing policies can be summed up as following: ensuring and increasing the financial assistance from the government; encouraging contribution from society and individual; strengthening control for making use of the capital; perfecting current compensation system for maritime education. Furthermore, some measures are given from three points of view that include the government, maritime educational institution and corporation, social organization, individual.
