One of the most important basic problems of modern economy is how to coordinate fair and efficiency. As now the real GDP level of China is somehow low but the GDP increasing speed is basically sound and quick, then to get the effective increase of constructing fundamental facilities is becoming the first aim. A country's road network is a prerequisite for social and economic development. Investment in road infrastructure therefore forms a major part of any government's capital expenditure. For example, in order to construct more roads networks, China adopts the toll roads policy as the feasible means to solve the financial straits of roads construction. Replacement and maintenance costs of road networks are very high and most governments find it difficult, if not impossible, to provide adequate funding. The key to overcoming this problem lies in the commercialisation of these assets by operating certain roads as toll roads. This not only implies the charging of a toll fee to pay for maintenance and replacement costs, but also for the management of these assets as financially viable and profitable businesses. But the toll roads policy also makes huge debts and enormous toll gates and itself becomes social issues and topics.The dissertation mainly illustrates how to realize public goods and how to allocate resources upon fan" and effective principle while China has fiscal deficits. And it deeply analyses present means of raising money into toll roads construction and their different consequences. But the development of toll roads presents particular difficulties for enormous debts pressures and social passing barriers both in terms of identifying appropriate capital markets and in exploiting them. It also raises some questions need to concern in the course of nongovernmental capital investment. And this study aims to explore the decision-making and change processes underpinning toll roads development in order to enhance the fiscal investment and government supervision. Emphasis will be on the nature and form of enabling andconstraining forces impacting on toll roads investing and financing activities, approaches, actions and those appropriate policies of sustainable development of fundamental facilities.
