Research On Infrastructure Financing Of Chinese Small Towns

Along with the progress of reform and openness and the development of rural economy,Chinese small cities and towns are developing rapidly. But the infrastructure lag caused by the lack of fund has hampered the development of small cities and towns. It is urgent to solve the problem of infrastructure financing of small cities and towns. With the difficulty of infrastructure financing of small cities and towns on the background,this thesis first defines what is small city and town,what is infrastructure of small cities and towns,and discusses the basic theories and category of financing. After this,the thesis analyses the current situation of infrastructure financing of Chinese small cities and towns,discusses the causation of this problem,and analyses the institutional change of infrastructure financing of small cities and towns. This thesis also put forward a mode to finance infrastructure of Chinese small cities and towns in at the present time. Finally,this thesis put forward some measure to finance classified infrastructure of Chinese small cities,and discusses the role of government in finance infrastructure of small cities and towns.There are7chapters in the thesis.Chapter1 is Introduction. The purposes and meanings of the research have been introduced first. Then the thesis has summarized and evaluated relevant research trends in the domestic and outer. Finally it has demonstrated research thoughts,methods and new idea.Chapter 2 is basic theories about infrastructure financing of small cities and towns. Based on formers' research,this chapter first defines the concept of small cities and towns' infrastructure and its character,then introduces some concept of financing. This chapter is the base of the following chapters.Chapter3 is the current situation of infrastructure financing of Chinese small cities and towns. This chapter first introduces the current situation of Chinese small cities and towns' infrastructure,points out the achievement and shortage of its development. Then introduces current situation of infrastructure financing of Chinese small cities and towns,analyses the causation of this problem,including:singleness of investor,bad investment channel,subjective causation,and lack of genuine financing main body.Chapter4 is the institutional change of infrastructure financing of Chinese small cities and towns. This chapter introduces two phases of infrastructure financing of Chinese small cities and towns:the fiscal-leading phase and the diversiform financing phase. This chapter also analyses the financing mode and character of each phase.Chapter5 establishes modes of infrastructure financing of Chinese small cities and towns. The main modes includes:BOT mode,PFT mode,PPP mode. This chapter introduces the concept ,character,program and ensure condition of each mode.Chapter6 is the classified measure of infrastructure financing of Chinese small cities and towns. Based on the definition of operating infrastructure and non- operating infrastructure,this chapter point out the advantage of classified financing and put forward some quantitative index. This chapter also analyses the character of each infrastructure and put forward some policies accordingly.Chapter7 is the government's role in infrastructure financing of small cities and towns. This chapter point out that the government should update the idea and change its function. This chapter also point out the macro and micro function of the small cities and towns' government,and its management system.
