From Bonded Zone To Free Trade Zone--Study On The Logistic Development Of Tianjin Bonded Zone

China has set up 15 bonded zones in its coastal cities from 1991. For 10 years, the bonded zones have made a great contribution on improving the environment for trading and investment, attracting investment and expanding the operational function. The bonded zones show their unique economic activities, they get on the way of economic growth to promoting native city as well as hinterland, making them a wonderful example on reform and opening to the outside world following the international practices.Today, modern logistics industry is in development and Chinese one is at initial stage as well. In the procedure of Chinese innovation and opening-up, bonded zones make a great effort on accelerating the business of international logistics and international trade. Under the great background of China's entering into WTO, bonded zone is confronted with the mission of turning to be free trade zone. On one hand, related policies weakening and advantage receding make bonded zone face a new challenge propelling with the custom duty decreasing, market expanding and import & export trade strengthening. On the other hand, bonded zone is also faced with new opportunity. Thus, it's really meaningful to master the methods and experience of those successful free trade zones and international logistics globally, under current situation, in order to accelerating the development of domestic bonded zones.The main purpose of the paper is to discuss the strategy of international logistic development in the process of free trade zone's transition under the background of economic globalization. The paper makes a brief introduction on international logistics development and the current situation of Tianjin Port Free Trade Zone (TJFTZ), analyzes the influence on Chinese free trade zones and logistics development in China after its entry into WTO, discuss the main function of TJFTZ and the present situation and character of international logistics development, compare the management system and operation mode between TJFTZ and other foreign free trade zone from different directions, summarizes the common points, seeks for the differences, makes a deep analysis on how to build logistic operational environment, logistics platform in free trade zone, operational concept among the logistics enterprises, and the government's role on setting up logistics center, maps out the basic strategy and related policy for the development of TJFTZ.In a word, the guiding idea of international logistics development of TJFTZ is that through improving environment and facilities, keeping on deepening the industrial adjustment on the way of the forerunning of storage, the supporting for processing and the linking through exhibition, the construction of the bonded zone and the port under the whole map as a break point, by means of transferring from the bonded into free trade zone, create the position of international logistic center for Tianjin Port Free Trade Zone. It's to realize the well-running development, convenient customs clearance, and general low cost level situation for the international logistic operation.
