Research On The Legal Issue Of Qingdao’s Qianwan Bonded Port Area

With the end of the eighteenth National Congress of the CPC, China’sdevelopment is stepping towards a new stage. The eastern and southerncoastal port cities are the most economically developed zone in China.Therefore, we give high expectations on it. Since the establishment ofthe first Bonded Zone in China in1990and the first Bonded Port Area in2005, it pulls open the prelude to a national Bonded Zone and Bonded PortZone. We have to admit that it has constantly injected fresh blood forthe rapid development of China’s economic. With the accession of China’sWTO, and the promotion of the opening-up level towards the world, theoriginal Bonded Zone and Bonded Port Zone have found new directions andnew goals, it is to establish Free Trade Port Zone. Shenzhen port, ShanghaiYangshan port, Tianjin, Ningbo, Dalian and other port cities are competingto try in free port system. Huaiyue Wang, who is the director of the BondedPort Zone management committee has said that:“we should pay specialattention to the regional transformation and upgrading, speed up todevelop in the direction of Free Trade Port Zone”, when he mentioned thework direction of Qingdao Qianwan in2013.”This paper mainly introduces the outline of the Bonded Zone, BondedPort Zone, and the Free Trade Port Zone, and summarizes the commonnessand differences between them. At the same time, it elaborates the legalsystem of the United States Foreign Trade Zone, Bonded Zone, Japan, SouthKorea Free Trade Zone. Associating with our country’s legal system ofbonded harbor zone, and listed the legal system of the Dongjiang BondedPort Zone in Tianjin, Dalian Dayaowan Bonded Port Zone to be the basisof studying the legal system of Qingdao Qianwan. Finally, the paper discusses the development goal of Qingdao Qianwan Bonded Port Zone is tobuild a test city in China and Korea cooperated test zone. At the sametime, the future development trend of Qianwan bonded port zone is toestablish a comprehensive Free Trade Port Zone.Establishing free trade port zone is the future development directionof Qingdao, there will be many inevitable problems in the establishingprocess. Therefore, the paper combines with a series of new methods onthe <<Shandong province Qingdao Qianwan Bonded Port Pone regulations>>which issued in2011to study the legal problems which might encounterin the transformation, and puts forward several opinions in the processof the transforming into the free trade port zone, namely "firstlydistricting, secondly legislation","making detailed tax preferentialpolicies" and "perfecting the legal supervision system constantly".I believe that in the near future, a new Qingdao will show itselfperfectly before the nation. We expect Qingdao to become the first FreeTrade Zone of mainland China and the pilot city of China, Japan and Koreapriority cooperation experiment zone as soon as possible. The continuousimprovement and rapid development of Qingdao Bonded Port Zone will laya solid foundation for the transformation to Free Trade zone.
