Modern associations of industries are the certain outcome with the development of market-oriented economy. China's associations of industries underwent three stages of initiation, development and standard management and now is showing the tendency of exploiting toward new industries and strengthening of popularity and self-discipline with the continuous development of the reform and opening process, however, it faces with some deep level problems of unclear position, unfulfilled function, imperfect mechanism and etc, which require immediately solution.This article starts from the intrinsic features of the association of industries, and makes definition on the associations of industries, which is the object under research through the comparison with other social organizations, and introduces the development and management mode of the associations of industries in the developed western countries. Thereafter, this article makes some research on the developing mechanism of the associations of industries from the aspect of combination of the theory and practice based on the Kos exchange cost theory, and comes to the conclusion that pursuing to the economic rationality is the direct drive that caused the initiation of the associations of industries, and explains the social validity of the associations and the relation between the members of the associations. In the third chapter of this article, the author uses a great deal of data and materials to make detail introduction on the development process of our associations of industries, and especially the development after the opening and reform policy was implemented. Then it analyzes main problems exist in the development, and clearly points out that the reform of the management system of the associations of industries is crucial for the development of the associations of industries. In the fourth chapter of this article, it introduces the development mechanism, expenses, members and business exploiting objectively and in detail, and it summarizes the development characters and present problems. In the fifth chapter of this article, on the overall analysis of the development prospect of the associations of industries, it proposed the general principle for the development of Tianjin's associations of industries, that is Increase the government support, improve the mechanism of the associations of industries themselves and strengthen the government and social supervision to provide necessary conditions for the development of the associations of industries; the government support is listed as the principal condition for enhancing the development of the associations of industries, and propose specific support measures; and put forward different reform and improvement plan for the two different kinds of associations: the governmental associations and non-governmental associations.
