Research On African Associations Management In Guangzhou

With the deepening of reform and opening up,China's comprehensive national strength has been enhanced significantly.The rapid economic development attracts a large number of foreigners to study,do business and work in China.As a traditional commercial city and the forefront of China's reform and opening up,Guangzhou has been a first choice for foreigners,particularly foreigners from African countries,coming to China.Due to the language barrier,skin colors and cultural differences,African foreigners encounter difficulties in adapting in China.Due to cultural conflict,they also bring challenges to the local public security management.In order to rebuild their social support network in China,these foreigners have established diverse immigrant associations;however,due to national conditions and self-management factors,these associations do not function well in China.The management of governments over immigrant associations is vague as well.How to manage the immigrant associations,in order to promote their functions,is the research question of this thesis.Canada is a major immigrant receiving country in the contemporary world.This article explores the development and experiences of Chinese associations in Canada,particularly,the relationship of Chinese immigrant associations with Canadian governments.Applying their experiences,this article explore the general situation,the development history,function orientation of African associations,and their relationship with governments in China.The research data are gathered through literature review,historical research and participative observation.The findings are that African associations have some shortages such as instable and temporary nature,informal management and lacking of the function deficiency.The future development of African communities in China shows some trends such as quantity scale expanding unceasingly,more localization,enhanced relations with the local government and more complete function.To improve the management of African associations in China,we should learn from Canadian Chinese associations' excellent experiences,such as perfect laws,standardized registration,specialized agency management,comprehensive supervision and mutual communication.The local government should take measures to improve the management of African associations in China,such as setting laws and regulations on immigrant associations,abiding by the registration procedure strictly,optimizing the institutions of government,strengthening daily supervision and inspection,changing the working attitudes of the government,strengthening communication with immigrant associations,playing the role of collaborative government and publicizing and guiding education widely.Through these governance innovation,the African associations will help the government to solve the problems that it is "unable to solve" and "wants to manage but is inconvenient to manage" to provide better governance and services for African immigrants in China.
