The article makes a deep-going analysis of the interest rate has always kept as the hot issue for the monetary policies in our nation. As china's accession to WTO, the process of marketing reform will be accelerated greatly. The interest rate marketing is not only the developing tendency in global world nowadays, but also the trend of times and objective requirements of our financial system reform, which will inevitably have far-reaching effects on the central bank, commercial banks, enterprises as well as individuals. Therefore, it is of great practical significance, to probe and research on the interest rate marketing reform. The external macro-circumstances, internal micro-circumstances and influencing factors that our marketing reform will confront with. It uses the successful experience of America and Japan for reference, and draws lessons from failure of Argentina, which provides us valuable revelation on the interest rate marketing reform.
