The Research On The Development Of Double-low Rape Industrialization In Hubei Province

It will be a great challenge for the Chinese rape industry to keep its domestic market share after joining WTO. Many domestic scholars point out that the prospects of the Chinese rape industry will be dim due to lacking of competitive advantage. This paper, however, demonstrates the importance, necessity and possibility for the Chinese rape industry to develop in order to meet the above challenge, which bases on the following facts: First of all, the rapeseed import quota does not simply mean the domestic import obligation. Secondly, the increase in rapeseed oil import in China will correspondingly lead to rise in the world rapeseed oil price. Thirdly, the Chinese has preference to the rapeseed oil consuming. And further more, there are vast potential benefits in Chinese rapeseed oil industry. According to the above analysis, the author proposes that the Chinese domestic rape industry will just become a component part of the global rapeseed and oil markets, which implies it is of great practical importance for the research on the development of rape industrialization in Hubei province.On the basis of the above study, a further detailed research is carried out on the rape industry in Hubei province, a specific research object chosen in this thesis, and puts forward that the double-low rape industrialization will be the approach to develop Chinese rape industry in the future. Regarding that the double-low rape industry is a special branch of agriculture, this paper applies the theory of agricultural industrialization to the rape industrialization and carries out a detailed study on its producing, processing, market, benefit allocation and social service system. The problems existed and achievements obtained in each tache of rape industry in Hubei province are also analyzed. And this paper gets the following conclusion: Firstly, a significant great progress has been obtained and quite a bit problems lie at the same time in producing section. Secondly, the rapeseed processing capacity has been the first place in China but is still a "bottleneck" to double-low rape industrialization. Thirdly, there already have been rapeseed products sale markets and channels, and the integrated markets will surely supply the double-low rapeseed industry with huge markets. A goodrelation of mutual complementarily of benefit and development, however, has not been well shaped between the rapeseed products markets of Hubei province and that of other domestic markets. Fourthly, the rational benefit allocation has not been shaped yet. Finally, the social service system has been established rudimentarily but need further consummation. Further more, a general assessment is judged on the double-low rape industrialization in Hubei province on the basis of an index system proposed in this paper and a conclusion that the double-low rape industrialization is still at a primary stage is got.On the basis of the above study, the integrated expectation in accordance with Pareto-optimality and the deviation between a theoretical target and practical reality are also further analyzed. And accordingly the study further points out that the key access to adjust the above deviation is to transact the benefit requirement of each tache. Moreover at the end, according to the problems existed in Hubei rape industry and the principle, model and mechanism presented in this paper, the corresponding feasible strategies to adjust the gap of each tache and entire system for the government are also pointed out in order to develop Chinese (Hubei) double-low rape industrialization.
