The court exists in order to ensure that in the interpretation and application of the Treaty the law is observed. This duty is consistent with European integration. In half of the century, as a neutral entity, in order to fulfill its duty, European Court of Justice, sited in Luxemburg, continuously extends its own jurisdiction, vests more people with locus standi, makes full use of all kinds of judicial resources and actively interprets European law for filling the huge gap between the order demand of communities and European law including the treaties and secondary legislation. In accordance with the goal in the treaties and the duty of court, in the unique procedure of preliminary reference, the court develops new effect principles of the regional international law that differentiate the European law from traditional international law and make European law Sui Generis . These principles are direct effect, the principle of supremacy, which ensure the uniform interpretation and application of European law and make European union ever closer in the process of European integration. European Court of Justice plays a important role in the process of European integration.
