The management system of the state-owned assets is one of the most important components of the economic system, and it always changes with the reform of the economic system. Since the reforming and the opening to the outside world in 1978, the management system of the state-owned assets has been regulated and reformed for many times, but it still can not adequately adapt the demands of the socialism market economic system. So it is important to construct a management system of the state-owned assets according to the socialism market economic system and it is useful for deepening reform of economic system, bettering the state-owner enterprises , improving the strategy adjustment of the state-owner economic distribution and organization, developing and increasing value of the state-owned assets. The reports of 16th at the National Congress of the Chinese Communist Party put it forward exactly: "building a management system of the state-owned assets that the central government and the local government stand for the nation to perform the responsibilities of the creditors possess the owner's rights, and unify the rights. obligations and responsibilities also combine assets and the people and the thing", which pouits out the direction for the reform of the management system of the state-owned assets. This essay begins with the concept of the state-owned assets. You know now the management system of the state-owned assets still remains a lot of problems such as the property rights are confused, the government and the enterprises are integrated, the distribution is improper, the organization is not fine. In this essay we analyze these problems deeply, point out the origin and the cause and put forward the thought and solution of constructing a new system of the state-owned assets.
