Studies On The Harmonization Of Competition Policy During The Process Of EU New Round Enlargement

The new round enlargement of Europe Union started at the end of last century and made some substantial progress at the beginning of this century. Competition Policy is one of the most important policies of EU which is of vital importance during the process of Enlargement. As one of the earliest economics which possess the competition policy, EU and the USA cooperate to promote the world-wide harmonization of competition policy. At present, UNCTAD, OECD, APEC and WTO also have special facilities or committees or working groups to study or harmonize the competition policy.Under the obvious trend of world-wide harmonization of competition policy, it is of vital importance to study the harmonization of competition policy during the process of EU Enlargement to study the harmonization between developed and developing countries. It is also of great significance to get some useful experience for our country to establish the competition policy and make it easy for us to be involved in the world-wide harmonization of competition policy.So the present paper has adopted the empirical method and studied in the following three aspects:Firstly, the paper studies the background of the competition policy harmonization during the process of EU Enlargement It analyzes the EU Competition Policy's definition, the main content and implement, theoretical source, the relationship between the EU Competition Policy and Candidate Countries' competition policy, and the necessity of the harmonization of the competition policy.Secondly, the main steps and content of competition policy harmonization during the process of EU Enlargement have been discussed to a great extent. It seek for the key steps of the harmonization process; studies the major approaches of the harmonizing process; takes the harmonizing practices in the realm of anti-trust and state aid for examples to clarify the main inter-actions between the EU and Candidate Countries; introduce the competition day of EU and an empirical assessment method to discuss the approaches of improving the effectives of competition policy enforcement.Lastly, on the basis of the former research the paper probes into the strategies for our county to develop the competition policy. By the way of studying the practical actions during the harmonizing process, it studies the impact on EU and Candidate Countries, probes into the impact on harmonization process of the world wild competition policy; puts forward some countermeasures for our country to develop competition policy,.
