The development of the globalized economy has broughtopportunities for the increasing appearance of international competitionrestrictive practices, and the fact has fostered the traditional domesticpolicies to cross borders and conduct international harmonization. Thepresent thesis has mainly carried out an introduction and analysis of themeanings as well as reasons of international harmonization incompetition policies. It has also made an insight into the analysis of theexisting mechanisms of the international harmonization in competitionpolicies outside WTO framework, free trade policies within WTO, theobjectives and basic principles of WTO, the relationship betweencompetition policies and the current principles in WTO, as well as thatbetween competition policies and dispute resolving cases in WTO, andlegislation of competition laws in developing countries etc. The presentthesis has also explored the significances for developing countries toparticipate in the international harmonization of competition policies anda discussion of the modes adopted by them has also been included in thethesis. Moreover, the author of the thesis has put forward some of his ownspeculations on the basic stands of developing countries when they aredealing with negotiations of international competition policies withinWTO framework. The basic points included in the present thesis are asfollows:1. Free trade together with the rapid development of theinternationalization of enterprise management as the external motiveforce, and the features of competition policies and competition lawsthemselves in various countries as internal motive forces, both of whichcontribute to the international harmonization of competition policies.2. The harmonization mechanisms outside WTO framework areconcerned with whether they influence the order of domestic market,signifying a sort of "closedness," while those within WTO framework areconcerned with whether they influence the effect of flee trade, signifyinga sort of "openness," and both mechanisms are irrelevant to one another. 3. Developing countries should not oppose to the discussions ofcompetition issues within WTO framework at all time, and it is suggestedthat they flexibly make use of the related negotiations and tactfully dealwith such situations on the basis of delineating domestic competitionrules, thus protecting their own interests.
