Study On The Development Strategies Of Hubei Gedian Economic And Technological Development Zone

Since the reformation and opening-up, the geographical pattern of Chinese industry presents to people in the form of "World Factory", and two industrial spaces crossing and overlapping each other come into being: industrial cluster and industrial park. How to create local industrial cluster and promote the healthy development of industrial park are the keys to increase competitive power and face challenge of globalization through new type of industrialization road.Economic and technological development zone or high and new technological industry development zone, one of the major forms of industrial park, is the specific practice of area unbalanced development theory. This paper, by analyzing the development trace of Hubei Gedian Economic and Technological Development Zone from establishment, to construction and development, reveals the major problems in the new phase of development of Gedian Economic and Technological Development Zone. In the construction and development of the Development Zone, some problems are unique, but the majorities of the problems are universal. The problems include: depending too much on land business and preferential policy; lacking of effective control of development of industries, which bring about problems such as waste of land, lack of characteristics, lack of connections and labor divisions among enterprises, deficiency in service industry in the zone, and lack of effective innovative environment; laying emphasis only on quantity, output value, value of export while evaluating the development of zones and parks and ignoring competitive power, sustainable development, innovative capacity, which furtherance the problems brought about by extensive development modes. The intensification of competition and the increase of fluidity of international capital bring great pressure to construction and development of industrial zones and parks. On the one hand, industrial zones and parks bring stages for adjusting of industrial structures and upgrading of industries, and entry into WTO helps to speed up the construction of industrial parks and zones, upgrade the development level ofindustries, and enter into international labor division system; on the other hand, domestic industrial zones and parks spread everywhere, and great risks in investment, struggling for preferential policies, projects, and capitals all become the hidden danger in the way to industrialization of our country. With the perfection of socialist market economy, market is more and more playing a fundamental role in the distribution of resources, which provides effective ways and methods in solving existing problem in the development of industrial parks and zones, and at the same time brings higher demands on how to construct and develop industrial parks and zones.Facing new situation and new tasks, Gedian Economic and Technological Development Zone makes full use of the advantages of location, environment, and cost, grasps the high starting point, and sets up "keeping step with time" development strategy; lays emphasis on high standard to set up outstanding stage for technological innovation; seeks after speed to set up industrial zones and parks of characteristics; pays attention to taste to optimize the soft environment for enterprises.
