The Application Of Electric Government Affairs In The Construction Of Credit System In China

Modern market economy is the economy of credit and law. The establishment and soundness of social credit system is essential to the construction of modern market system and it also provides fundamental solutions to standardize the order of modern economy. Electric government affairs mean government uses modern information technology in its function of management and service to realize the recombination and optimization of government organization and procedure; to exceed time, space and limitation of separation between departments; and to establish a simplified, effective, honest and just government operation model. When facing the economic globalization and new international economic environment, how can a government establish and improve the construction of government, business and individual credit system, and of credit monitor system and form a wide credit foundation and scientific credit system in the whole society? The answers to these questions are vital to alter government function, to set up good investment environment and market economy order, and to promote social and economic development.At present, Chinese electric government affairs have not reached real government information modernization in the construction of credit system. First, government does not expose credit information clearly and it does not have high information consciousness; second, information practicality and integrity need to be improved; third, information resource data is distributed dispersedly and it lacks relative integration and management. According to our country's credit construction condition, existing problems and present situation, the aim of this paper is to use foreign experience of credit management model for reference and find the credit system running model that conforms to the situation in our country. The suitable running model is market modernization running model under government control.Social credit system is a system-engineering project including government credit system, business credit system and individual credit system. Electric government affairs can be used in the construction of credit system and we use them to solve the difficulty of collecting information. The difficulty exists in the construction of credit system. By the establishment of credit information and credit database, we can set up comprehensive credit evaluation model. Finally, we can form the report of business or individual credit symbol level and credit analysis, and promote the development of credit economy.
