A Research On The Local Government Credit Evaluating System

The governmental credit is not only an economic phenomenon, but also a social political phenomenon. On the political significance, it's a mutual puissance relationship between government and public. And the corn is that the governmental action of performing contract and public power result in a subjective feeling in public. The research on governmental credit has very important meaning to the social developments of economy, polity and culture. Therefore constructing a evaluating standard of local governmental credit to evaluating quantity on governmental credit condition has extremely important realistic meaning.However, it's not easy to measure the local governmental credit objectively and exactly. Based on summarizing the internal and external study achievements about governmental credit, the author had designed a pyramidal level model, from three main dimensions, "Institution credit—Execution credit—Personality credit", disintegrated some subordinate dimensions and evaluating indexes, made up a questionnaire finally, in order to provide a conceptual apparatus and measurement tool for depicting the credit conditions of Chinese local government.The questionnaire was used in demonstrational investigation among partial public of city Y in Zhejiang province, and the data of the 408 useful recycling questionnaire indicated that in general, the governmental credit level of this city was lower, and the lowest dimension was the" Execution credit". Moreover, author had also done some comparative analyses of the collective statistic data from the angle of age, knowledge level and working quality, to finding some deep and regular problems about the constitution of the local governmental credit. In view of the insufficiencies of this study, the author had summarized them in the final part of the paper.
