Since china entered WTO, foreign banks have fastened their steps to mainland. Chinese banks are experiencing the foreign banks' full impact. The Shares Commercial banks have to confront with the foreign banks and domestic banks, so you can guess the plight. As their basic operation unit, the survival and development of the sub-branch come into people's attention. In this subject, we put forward the modes of sub-branch bank's stratagem and innovation and implement under the new circumstance through the discussion of the best sub-branch' construction, so that we can compete with foreign banks with same scale and bush our banks' reform and meet international criterion.In the text, we presentation and discuss concept of stratagem, we opine that stratagem is significant for formed the best sub-branch. Defined the connotation of the best sub-branch of Shares Commercial banks. Found strategic index for the best sub-branch of Shares Commercial banks. We use the SWOT matrix to analyze the weakness and external threats and seemly we should know the strengths and opportunities, so that they can not only survive but also develop well. Our opinion is sub-branch of Shares Commercial banks must be cognizant of competition condition enough, bring into play strengths and found competition advantage. Build the best sub-brand, stratagem and innovation and practice are very important, but innovation is the key. The financial innovation is the life of finance. In the innovation section, we set five, idea innovation and system innovation and operation innovation and market innovation and human force innovation and quality management innovation separately. In the end, Jiefangbei Sub-branch CITIC Bank in Chongqing was taken for the examples of case. This paper has adapted a research method combined with normative analysis, empirical analysis and case analysis, by utilizing Syntheses Strategic Management Model and Balanced Scorecard Strategic Management Model. The result is applicable and valuable in the banking field.
