Establishing and consummating the reform of the institution of treasure management is very important to the finance reformation and is the main component of the finance institution reformation. In the report of the 16th Party Congress, it was pointed out: "To deepen the reformation of the finance,revenue and investment. To consummate the institution of budget decision-making and management. To strengthen the supervision of finance income and expenses and to intensify the tax collection." Now a day, we are faced with several problems, such as the acting bank didn't manage the account with no balance standardize, the finance didn't supply the money scope to the acting bank in time and the reckoning time is too long to delay the payment of units. So the establishing and consummating the reform of the institution of treasure management which suit to the marketing economy is very important. It will promote the speed of reformation of the finance institution, promote the action of steady monetary policy and positive finance policy. It will also exert the treasure action very well.This paper maintains 7 chapters. This paper focuses on the institution of treasure management. It gives us a clear definition about the treasure,the development of treasure function and the institution of treasure management. It analyses foreign countries how to manage the treasure and concludes the main method about treasure management of the five partner countries in OECD.
