China's modernization in the 21st century embraces new challenges. China's entry to WTO indicates that China incorporates the trend of the economic globalization. With unique political, economic and cultural advantages, cities become protagonist of this trend naturally. Meanwhile, China faces the special national conditions. " Three problems in rural areas " are restraining China's modernization, which are compared to the shortest lath of a wooden barrel. The key to " Three problems in rural areas " is to solve the employment problem of peasants transferred from land. Therefore, urbanization becomes a reasonable choice to solve this issue. For this reason, urbanization is compared to the nose of an ox vividly to demonstrate its important role in China's economic development. So urbanization becomes the unquestionable choice to China's modernization.Great progress has been made in terms of urbanization in eastern China. Metropolitan areas such as Pearl River Delta , Yangtze River Delta and the zone of Beijing, Tianjin and Tangshan have come into being. But the vast areas in central and western China lag far behind the above-mentioned areas. The disequilibrium of this kind of development has seriously restricted the process of modernization in China. In the new century, the 16th National Congress of Communist Party of China (NCCPC) puts forward the goal of realizing the well-off society in an all-round way, and more attention has been paid to central and eastern China. As for the central areas of China, the density of population is high, and they are China's traditional agricultural region. It is very difficult to realize the transformation from traditional agriculture to modern industry and commerce. Therefore, urbanization has become the extremely urgent subject for central areas. The achievement is abundant for urbanization research, but most treatises focus on the whole country and case study is relatively deficient. Obviously, without a large number of case studies, we can't understand the urbanization in China thoroughly.Considering the above-mentioned situation and influenced by Dr Chen Qin who deeply concerns the reality, the author chooses " current situation of urbanization in central China " as thesis. In this paper, the current situation of urbanization in central China is studied on the new perspective of "city autonomy", which is based on the achievement in existence and the constraint of " road ", " mode " is shaken off to the best of the author's abilities. In order to avoid lacking pertinence, the author's hometown Henan Province is chosen as the case.This paper consists of three parts besides the introduction and conclusion.In the introduction, the theoretical and realistic background of this thesis are introduced and brief narration and summary concerning the current research situation are made. Based on this, the perspective of this paper is defined; Also, the key concepts of this paper are defined. Through the brief reviewing of the evolvement of modern city, the author points out that " city autonomy "is an essential feature of modern cities. Furthermore, "city autonomy" is regarded as the perspective of this thesis to review the current urbanization situation of Henan Province and other areas in central China. In the first part, the current urbanization situation of Henan Province is described from the respects of the setting of city, basic construction of city, the status of economic development and the integration of urban society etc. In the second part, above-mentioned current situations are analyzed from the perspective of " city autonomy " .It is pointed out that roughly there are three profound reasons for the current urbanization problems in Henan Province: the absence of urbanization's principal parts, the development of market economy being constrained and imperfect mechanism of social integration. The root is that the power of government is too strong and is not efficiently supervised and restrained. The government's decision has important influence...
