In this thesis, it studies the utilization of foreign investments in the city of Qingdao. First, by extensive statistical data analysis, it describes Qingdao's current situation of foreign direct investment utilization and point out the existing problems. They are: unbalanced industrial structure caused by excessively focused foreign direct investment on simple manufacturing; Risk of unstable investment sources because majority of foreign funds are from Asian countries and regions.Next, it analyzes the reasons for the problems using several international investment theories. It studies the problem from two aspects: the general problems faced by all developing countries and the unique characteristics of Qingdao. In the general aspect, China's overall economical condition, resources condition and her geographical location are the main reasons for too focused foreign investment on simple manufacturing and too regional limited foreign investment sources. Moreover, Qingdao has her own disadvantages such as low human capital resource, high tax cost, high social cost of industrial management, imperfect government service system and social service environment.Finally, this paper models the international direct investment activities as dynamic chess-playing between source countries and host countries. By analyzing the investment policies and directions of the source countries, it can derive the strategies and suggestions for Qingdao to adjust the policies to attract foreign businesses and funds and improve the investment environments. It proposes Qingdao should take full advantage of her geographical locations', emphasize the introduction of the high-new technological industries; and continually improve the investment environment by bringing in universities, research institutes and extensively implementing the procedures of "market-oriented" and "service-oriented".
