Taking the roll and tax reform, which was widely implemented in Chinese countryside during last several years, as the political framework, this study, both quantitative and qualitative, from the perspectives of sociology and social psychology, describes the current state of the cadre-mass relations, in Chinese countryside, especially from the viewpoints of the cadres, compares the natures of cadre-mass relations according to their different local levels of economic development and different quality and the flexibility to policies among cadres, and, based upon the discussion above and taking account of the quality of peasants, explores the causes of the rural cadre-mass relations and offers some suggestions on how to improve the rural cadre-mass relations.This survey shows that the toll and tax reform, which released the cadres and the mass from the endless entanglement of taxation, has greatly improved the rural cadre-mass relations. On one hand, cadres, who liberated from the toll and tax reform, gain much more time and energy to focus on local development and guide the mass to the road to wealth. On the other hand, the mass, which also substantially benefited from the toll and tax reform, has fewer burdens to shoulder. So, communication and trust between cadres and the mass are strengthened, the attitude of peasants to cadres is more positive than ever and they show much more apprehensive and supportive to cadres. Although the cadre-mass relations were much improved thanks to the toll and tax reform, this survey shows that distrust, dissatisfaction and nonsupport of the mass to cadres does not disappear, communication is still insufficient, resistance, quarrel or even intensive conflict of peasants to cadres happens from time to time, which indicates that the tension between them are generally existing.This research argues that the natures of rural cadre-mass relations are much influenced by the levels of local economy development and the quality of cadres, that is, the higher level of economy development, the fewer of peasants' burdens, the less tension between cadres and the mass; the higher level of the quality of cadres, the less tension between cadres and the mass. This survey finds out that some ongoing policies and regulations, which themselves are unreasonable, incompatible or far away from peasants'comprehension, or even disengage from the facts in the countryside, so, lead to the dissentient and misunderstanding of peasants to policies, which, in turn, result in conflict between cadre and the mass during the process of the implementation of the policies. This survey also finds out that the general low quality of peasant, which could hardly fit the demands of the ever-changing situation. Little appreciation and cooperation between cadres and the mass could hardly evolve into harmonic cadre-mass relations.Since the economical and political policies and the quality of cadres and peasants are not applicable for the changing situation and hold up the economic and social development in rural China, which result in tension between cadres and the mass, we should make great efforts to improve the economic development, optimize policies, strengthen education and training on cadres and peasants to advance their quality and promote the cadre-mass relations.
