Qualitative analysis and quantitative analysis are not isolating but reliant.In order to demonstrate Heilongjiang province's EI competition power's position and aspects more precisely and objectively, this thesis employ nonrigidity-quantify means to build competition power index system.From the result of the index system, we can see Heilongjiang province's El has comparatively strong ground, but its development pace is much more slowly than the national in these years."the Tenth Five" plan is a pivotal period for Heilongjiang province to develop El. We should exert the market mechanism's basic function of resource disposition, strengthen government's macroscopic pilot and regulation and exercise all kinds of economy administration and legal means that accord with international constitution and can promote industry development so as to step up EI competition power and com true the EI's continuous development.This thesis bring forward some advices to promote Heilongjiang EI competition power according to its level, attributes and policy ground.
