Past dynasties in our country had implemented various official selection systems, but due to many malpractices, officials' qualifications were low. In 605 AD, official selection system through imperial exanimations was established in our country. This system examined the examinees' understanding of Confucian knowledge and concepts, which are considered as standards of official selection and it had a history of 1,300 years in China. In sixteenth century, imperial examination system began to have great influence on bureaucratic system in western countries. This promoted the establishment of modern western civil servant system. The earliest countries to establish modern civil servant system are Britain and America and they began to employ civil servants through examinations. After the Second World War, civil servant employment system through examinations was established internationally. The cadre system that had existed long after our country founded is not a "system" under legal framework and it is just a status system. Civil servant system was established in 1993 in our country, and then Temporary Regulations on Employment of National Public Servant was enacted. The employment system of "every entry through examinations" of national public servant was primarily established and civil servant employment work became legalized and standardized. At present, the employment of civil servants has basically realized open to society, open test, strict assessment and employment according to merits. The qualifications of civil servants have improved greatly. Western and Chinese selection system of civil servants are common in persistence in principles of openness, equality, competition and employment according to merits. The main distinction is that civil servant selection system in our country insists in and embodies the basic lines and persists in principle of party ruling cadres whereas western civil servant system flaunts "political neutrality" and emphasizes "separation from parties" in civil servant administration. Political parties should not intervene in the promotion of civil servants. According to Temporary Ordinances on National Public Servant, Temporary Regulations on Employment of National Public Servant and other relevant regulations, combined with practical conditions, some provincial (municipal) people's governments issue their own methods of national public servants' employment one after another. Their contents are generally the specific policies and regulations on the work of written examination, interview, physical examination, assessment, supervision etc of civil servant employment through examinations, therefore forming a comparatively complete legal system.Because the civil servant employment system through examinations implemented in our country adopts the method of "improving on the whole and reaching the designated position step by step" and takes a roundabout course, so there are many problems in work of employment through examination at present. The construction of system of civil servants' employment through examinations falls behind practical work. There are few relevant regulations and systems and no specific law on civil servants' employment through examinations prescribed by national people's congress so far.The status of organs for the administration of civil servants' employment system through examinations is relatively low. They lack in authority and cannot work objectively fairly independently in real work. Though relevant laws prescribe the conditions for registering for entrance examinations of civil servants, they are not efficiently carried out. The conditions for registering for entrance examinations for certain position are always randomly prescribed by employing units. The classification system of positions is not scientifically embodied in civil servant examinations.
