Since 1990's, a new concept of government administration - goodgovernance in western society has emerged. Different from the administrative system, the social intermediary organization, is initiated with the concept of good governance and begins to thrive worldwide. With the establishment of market economy system and the reform of government organization, China's social intermediary organizations tend to be flouring. However, the social intermediary organization, a newborn product in China, has caused great problems in social practice. Therefore, the study on the mechanism and restricting elements and the search for the strategy of the growth and development of social intermediary organizations are of theoretical value and practical significance.This paper firstly deduces the definition and features of social intermediary organizations by the comparison of related factors. And then, it makes a detailed analysis of the types of social intermediary organizations from the standpoints of theory and practice. Secondly, the paper discusses the emergence of social intermediary organizations as well as the necessity of their existence. Meanwhile, the paper holds that the special effects and functions of social intermediary organizations contribute to their existence and development. Thirdly, the paper presents the special legal status of social intermediary organization by exploring the relation between social intermediary organizations and government, social intermediary organizations and members (objects of service). Fourthly, the right of public administrative is the medium for the realization of the functions of social intermediary organizations. By discussing the source of the right of public administration, the paper gives the definition of the scope of the right of public administration. Lastly, based on the study of current problems and on the experience of developed countries, the paper puts forward three strategies for the growth and development social intermediary organizations: (1) to straighten out the system ofsocial intermediary organizations by government's unified planning and guidance; (2) to enhance the intermediary service by the intensified self-construction of social intermediary organizations; (3) to standardize and restrict activities of social intermediary organizations by improving the related laws.By drawing on the latest achievements both at home and abroad, this paper makes innovations and breaks through in the study of social intermediary organizations from the perspectives of characteristics, special functions, development stages, and strategies for their growth and development.
