The Research On The Reform Of Changsha Petroleum Factory

The petroleum factory of Changsha, a medium-sized state-owned enterprise was established in 1958, whose staple is the production of the lubricating oil. Because of the operation under the planning system for a long time, the system inside the enterprise has been already too obvious to meet the needs of the development of the market economy. If the enterprise wants to stand firm in the severe market competition, the enterprise's reforming system must be put priority.The theoretical foundation of the state-owned enterprise reforms system is dissertated in the paper, the author believes that solid theory has important directive significance and realistic meaning for the state-owned enterprise reform system, and finds some lessons after the analyzes and studies of state-owned enterprise's reforming system.The author explains the necessity of the reform firstly, and then comments on outside environment of the Changsha petroleum factory, in his view the change of outside macro-environment drives the reform directly. Moreover, The author make the analysis on inside environment of the enterprise, such as the original system, operation status, it is the intern drive force of the reform.The third part of thesis has analyzed several big problems faced in the course of reforming system of the petroleum factory of Changsha especially. The Author realizes the four obstacles will be solved urgently in the process of reforming system, including staff's concepts transition, the design of the multi-capital stock structure, ground asset and relationship between enterprise and government. The settlement of these problems is quite important in the process of reform. Some suggestions are elicited on the basis of analysis above and particular situation of Changsha petroleum factory.At last the author gives some principles that should be followed in the reform process according to the government policy, and designs a basic scheme of reforming system, hopefully the scheme could be pursued in the practice of reforming system in Changsha petroleum.
