After 1980's housing system reform and the resulted commercialization of public housing, living condition of average Chinese has been significantly improved. At the same time, the need for fair property management has emerged quickly. Since property management concept has only a 20-year history in China, governmental macro-management capability, relevant theories and practices still need to be completed. Property management is a new profession, especially in Tianjin, therefore we really lack of experience and data. Based on abundant data, this paper thoroughly analyzes the property management status, policies and measures in Tianjin, using target-device qualitative analysis, as well as cause-effect analysis and AHP quantitative analysis. The author not only identified the problems existing in present property management, but also made some proposals which will introduce legal, scientific and standardized practices into the property management. This paper has 4 chapters, including problem raising, property management introduction, policies and measures of the present Tianjin residential property management, and improvement suggestions under the new situation. The core proposals are about how to establish the legal mechanisms for property management, how to effectively utilize the maintenance funds and how to repay for the funds. Through this research, I do wish to contribute somehow to the development of property management in Tianjin.
