It is government's behavior to expropriate the land, the one that have the country is mandatory and it is the nation will that reflects correctly in the passing of title of land. Land expropriation is that our country manages and guarantees the important administration means of construction effectively to the land resource at present and it is a kind of important concrete administrative behavior too. The land is relied on the peasant's most basic means of production and life. Jeopardize the rural social stability in peasant's lost territory, unemployment. This text aims at through analyzing and researching meaning , characteristic , serial legal principles and comparison reference of foreign countries, history that are applicable to land expropriation, in the hope of expounding the question existing in land acquisition, analyzing the reason in order to perfect the system of rural land expropriation of our country as soon as possible. The third part, through the analysis of the theory and practice that are expropriated to the land of foreign country (or the area) , and summarize its excellent and long, comment the drawback of the system of rural land acquisition of our country. The fourth part, Through perfecting legislation,strengthening supervision, to improve expropriation way and method of law of rural land of our country further.
