| In recent years, the transboundary environmental contamination accidents swiftly increased, that forms serious harmness to adjacent countries and regions, and even the whole world. This paper begins with a concrete example, tries to explore current situation and reasons of the transboundary environmental contamination, the development, limitation and current legislation of the relevant international legal liability system, after which I put forward my imagination on the construction of the system.The full text divides into three parts, the first part is the foreword, the foreword is drawn the meaning of the subject we are going to discuss of this text by a contamination accident. In this incident, an Italian company exported poisonous chemical wastes to the port of Nigeria which caused serious influence on the local environment, through the efforts of the Nigerian government, the incident can then be solved through the diplomatic means. By this incident, we can realize the severity of the environmental contamination accident problem and the necessity of solving this kind of problem by the way of international legal liability system. In the foreword the author has also summed up the current research situation on this problem in academe, and has proposed imagination and expectation of this research.The second part is the main body of the article, formed by fourchapters , the content of this part mainly includes the analysis of current situation and reasons of the transboundary environmental pollution in international range; The evolution and application of the system of international legal liability in the process of solving the environmental pollution questions; The study on current legislation situation of international legal liability system for environmental pollution; The system design for the international legal liability for solving the problem of environmental pollution ,etc.The third part is a conclusion. In my opinion, though there is very great difficulty in the realization of international legal liability system in solving the problem of environmental pollution, various countries will reach common understanding for panhuman common environmental interests, so long as by strengthening the international cooperation and exchanges, the human being can certainly set up and contain the international legal liability system to effectively ravel out the environmental pollution in the end. |
