Problems And Countermeasures Of The Present Rural Land Circulation Of China

The most important issue in China concerns millions of Chinese farmers in the course of economic development. The key to the issue is about the land. The study on rural land system has great realistic meaning and far-reaching historic significance to promote the development of agriculture and rural economy. This thesis summarizes the changes of the rural land systems since the founding of the New China. It goes through four stages: rural land reform, the system of people's commune, family-contract responsibility system and the flow system of the rural land. The flow of rural land has its immediate cause and theoretical cause as well. Many aspects of the flow of the rural land are harmful to the interests of farmers. For example, the way of the flow is not standard and the process is unreasonable. The above-mentioned problems lie in farmers' lack of effective land property ownership. Therefore this thesis has put forward "virtual ownership "of the rural land. It has offered the idea for construction of the rural land property right system in China. The paper is composed of four parts. In the first part, it has probed into the basic theories of the land system and changes of the land system since the founding of New China. In the second part, it has explained current situation and the cause of the circulation of the rural land in our country. In the third part, it has analyzed the fundamental problem of the farmland circulation at present and put forward the corresponding countermeasure measure. In the fourth part, it puts forward "virtual Ownership" theory of the rural land and related policies that can be adopted by the government.
