| Promoting management efficiency is always a big concern either to profit-making or non-profit-making organizations. The research of bank's efficiency is one of the most important issues in international theory field. But in China, there is no sufficient research on this subject. After participating in WTO, there have many problems challenged the banking industry. How to improve the operational performance has become an essential issue for China's banks. In fact, this subject is very important to China's banking in both theory and practice.Currently, most of the foreign experts adopt Frontier Analysis to evaluate the operational efficiency of commercial banks. Considering the situation of China, I chose DEA to evaluate the efficiency of China's banks. Using the CCR and BCC models, the overall efficiency value and technical efficiency became available. The Return to Scale was derived by the use of CCR model. When comparing the efficiency difference between China's banks and foreign banks, I use the traditional method of financial index analysis.There are some innovations in my paper. Firstly, I use the traditional financial index analysis to evaluate the efficiency difference between China's banks and foreign banks, which avoid the wrongly use of Frontier Analysis. Secondly, I use the "super-efficiency model" to order for the "efficient banks". Thirdly, for the "input items" and "output items", I made some modification and addition to the past theory. Finally, according to the factors of affecting the efficiency of China's banks, I try to find out the suggestions that can improve the efficiency of all commercial banks.In the future, we should pay more attention to the use of the method of DEA. The decision-maker could follow this direction to restructure or reallocate resources, and refer to the allocation of resources and strategies application of those subjects, which with overall efficiency, in order to improve its management efficiency and reach the optima production.
