Problems And Countermeasures Studying Of Land Banking System (LBS)

On the basic of the relative domestic and overseas literature review, this paper began the paper around how to solve the problem that exist in the land banking system (LBS).with combining the knowledge in land economics , system economics and grey systematic theory ,etc, and this paper used the qualitative and quantitative analysis and contrastive study methods.First of all, the paper conducted a original study in the LBS in the situation that our country's LBS is practiced and superior to theoretical research, And carried on the analysis and research on the current situation about our country's land market and the technological process of LBS. Then the paper carried on valid analysis and research to the practice of LBS at present, and found the problems of it.Secondly, the paper analyzed the several problems systematically. First, the problems of the financing in LBS: the way of the financing is comparatively single; the cost of the financing is relatively great, and the time limit of it is relatively short; the risk of the financing is relatively high. Second, the decision of the scale about land banking lacks rationality. Third, there were the inside and external risk in LBS.Finally , the paper proposed the countermeasure and the thinking of problems mentioned above: to the first problem, the author advised that there should be a improve of supporting policy of the fund on the basis of original financing ways and set up operation mechanism of " plural financing , appreciating for a long time ,self-development, benign cycle " progressively, though introducing such brand-new land financing as project financing , land Securitization , urban construction bonds ,etc.To the second problem, the author had put forward the thinking of how to determine the rational scale of LBS according to the land market supply and demand. The paper analyzed the current situation of market of land and factors influencing the land demand, built the GM (1,1) of the predicts about the scale of LBS and provided the actual scale according to the model and the statistical data by using the land economics and the grey system.To the third problem the author suggest four countermeasures to solve it: to set up and amplify relevant regulation of LBS; to strengthen department's cooperation to implement the land banking; to widen the ways of financing to control the risk; to structure the early warning mechanism of foam in the real estate.There is certain directive significance in advancing the smooth implementation of the LBS in the result of study of this paper.
