This research paper studies on how the government plays its role in land banking system .It researches the concrete function of the government in social and economic control through the implementation of a special system. After the reform and opening up for more than 20 years , China has established the fundamental orientation to establish socialist market economy system . The land market ,as one of the key element marketplaces , is a significant component which is indispensable in the market economy system. How the government plays its role in land allocation, so as to bring the role of market mechanism in land allocation into full play is a key point to the healthy development of the land market. This paper concerns about two questions: What kind of role does the government play in the particular legislative and institutional situation China? And what influences will such kind of government role bring to land allocation? On the basis of summarizing the basic situation of land banking system in China, this paper takes Hangzhou and Shanghai as examples and uses related theories of Public Administration, Economics, and Land Resource Management to analyses the government role in China's present land banking system, and the influences of such kind of role to the land banking system, it also analyses the cause of the present role. At last, the paper proposes some advices concerning what kind of role the government should play in different phases of the implementation of land banking system.
