A Study On Construction Supervision On Operating System In JiLin Province

Construction market is an important element of socialistic market economy, practising comprehensinely the construction projectmanagement mode with Chinese features-construction supervision system, to foster and improve construction market has been recognized by all parts of the society. However,it has encountered some difficulties in process of propagting, and many emerged problems have drawn high attention.In this paper, existing situation in the development of foreing and domestic construction supervsion is analsied,and then how the fostering and development of construction market adapted to the overall requirement of socialistic market economy are discussed as an element and a sub system of constrution market,the development of construction supervsion market is crucially important to the fostering and development of construction market. Also discussed is respectivecharacteristic analyses of construction market and its sub-system--supervision market, withcombination of Chinese and provincias reality, and then established make-up principle of JiLin provincial construction supervsion system, through employing system, engineering, theory of organization, theory of market economy, the framework of its establishment of JiLin provincialconstruction supervision market system and its respectivesub-systems-- system of laws and regulations, system of organiza-tion mechanism, system of operating mechanism, system of organization hierarchy. From both fields of governmental and social supervsion, designing and planning of systematic operating mechanism is discussed.Finally, the construction supervision system and operating mechanism of JiLin province is particular reflection of theory of establishment of construction subervsion with Chinese features.
