However, to the present PSTE of our country, there are many problems. Some of them come from the restriction of objective surroundings, more of them originated from the limitation of the management itself. At the new economic times, science and technology reform, which is represented by information technology and biology science, is changing our country's economy developing enviorenment, pounding the development of the science and technology enterprise. This is a new requirement and challerge to our PSTE.
