The rapid rise of Japanese economy was related to the fact that Japan paid highly attention to S&T and its application in production after World War II.On the view of the relationship between S&T and economy, the author analyses deeply the formation and development of the strategy of "developing a nation via science and technology" of Japan, expounds systemically that the government implemented the policies and took measures in order to cany out the strategy and values scientifically its achievements and problems.The author suggests that the implement of the strategy made full use of the economic function of S&T, attached importance to the R&D of applied technology and implemented the S&T development pattern in which the government was the leading part and enterprise was the principal one.But it also existed problems - basic research was weak, education reform was lagged and technology communication was conservative.On the basis of considering the condition in China and using the experience of Japan for reference, the author puts forward some countermeasures and suggestions that we should advance positively S&T and economy as an organic whole, research and develop stressfully practical technology, put the enterprise at the principal status in the innovation of technology, improve S&T consciousness of the whole nation and employ both high education and vocational education.
