Study On Bidding By Bills Of Quantity

Construction enterprises in China have advanced rapidly after twenty years' reformation. With a lot of construction-laws carried into execution, the construction market is develop towards the correct direction. But with the increasingly fierce competition of the domestic construction market and the external pressure after China entered into WTO, how construction enterprises enhance their competence has been the focus of people.The publish and practice of Tender and Bidding Law of PRC in 2000,successfully put valid purchase method into the market of our country,was the important breakout of the economic system reforming of our country . The promulgation and implementation of the Standards for the Valuation of Bills of Quantity of Construction Projects as national code in signifies that Chinese reform of the management system for construction costs has entered a new stage. Relevant administration supervisor in State Department section and all levels local government put out the regulation of Tender and Bidding Law of PRC one after another. During this period, any filaments require that bidder must bid according to the bills of quantity。The bills of quantity, is to unify the calculation rule of engineering,the way to dividing the item, the calculation unit and its concerning legal technique standard,then to get the engineering amount total form composing engineering each cent of entity department, cent item engineering which can be provided to compile the bottom of bid and bidding. The calculation method of the bills of quantity (BOQ) must bid freely at the base of budget basis price according to the real condition of itself and market situation. The bidding style of the bills of quantity is a more scientific,more reasonable style to promote and perfect the bidding system,improve the mechanism of administrative supervisory,guide the bidding style to market economy and then to realize the joint of the bidding style to international practice。In the paper,a comparison is provided between the bill of quantity valuation model and the traditional norm model and the advantages of the bidding system under the BOQ valuation model are expounded. The development course of the construct engineering bidding style and the basic concept of the bidding of the bills of quantity are discussed。Then the core parts of the paper, the two bidding models of the bidding with and without base number of a tender applied in china now for the popularization process,are deeply analyzed and studied. A proposal of the implement of engineering quantity bidding with base number of a tender is raised on the base of the comparison of the two bidding models. At last,the path forward for the reform of the bidding system under the BOQ valuation model is proposed, and identifies key areas in the BOQ - based bidding process which are insurgent need of solutions.
