Study On The Mode Of Bill Quantity Bidding

In 17, Feb, 2003, the national standard Code of Valuation With Bill Quantity of Construction Woks was promulgated in announcement No.119 through Construction Department and has been implemented since 1, July, 2003. It indicates that the great change that the mode which unit quantity and price as one part into the mode in which quantity and price are separate in construction cost management in China. The valuation with bill quantity is during the bidding for the construction works, the tender or the agency with relevant qualification and devolved by tender work out the bill quantity which reflect the consume of entity and measure of construction works. The bill quantity is provided to tenders as apart of the bidding documentary. The tenders give tender price independently according to the bill quantity. Under this new mode of valuation, the mode of bidding under the traditional mode of valuation with ration can not is adapted to the mode of valuation with bill quantity any longer and needs to be reformed (innovated) and perfected.Firstly, in this paper, based on the analysis of Code of Valuation with Bill Quantity of Construction Woks, the differences of the valuation with bill quantity and the valuation with ration are analyzed, and the procedure and principle of the valuation with bill quantity are put forward.Secondly, the establishment principles about the index system of tender evaluation are introduced and mobilized in the bill quantity bidding, then the factors of index system are analyzed, and the index weight in synthetically evaluation of tender is confirmed with the mathematics method.Thirdly, the precondition and precautions of evaluated lowest tender are analyzed and three kinds of evaluation methods are set up, then the pluses and minuses of the evaluated lowest tender are analyzed, and the security mechanism proposed.Finally, the policy recommendations of the system about the construction bill quantity bidding are put forward, such as strengthening precautions about the risk ofbill quantity bidding and perfecting the related environment, strengthening the self-building of the intermediary of construction market and quality construction of professional personnel and the work of design management, strengthening the legal institutional construction and the work of propagation and education.
