Construction project management is an important component of modern enterprise system. A construction firm has to conduct engineering management, and only when it is done well, can the modern enterprise system instituted by the firm be made sound and efficient with scientific management. Only when the construction firm takes project management as a base point for management, and then carries out cost control for more cost-efficient yield to meet the contract targets by strengthening project management, can the firm's fundamental goal to improve its overall business results can be made possible, thus gaining good social credit standing and wider living space for the firm to survive and thrive.The target of project management is the project itself, which is one-off, so the management of the project must be carried out through the use of ideology, methodology and theory of systems engineering with comprehensiveness, scientism and systematicness. The target of project management is the same as the target of the project, which identifies the main contents of the project management which can be simply termed as 'three controls', i.e. progress control, quality control, and cost control.'Progress' in modern project management is an integrated indicator combining systematically the engineering task, time limit, cost and resources and showing overall the construction status. Progress control is primarily embodied as time limit control because only effective control over time limit makes effective progress control. In the dissertation proper the control of time limit is taken as a major indicator for progress control.Project quality control aims to combine quality management activities with plan and technology criteria, with a shift of unconscious activities to conscious ones by the staff. Project quality management targets specific construction and related production factors such as man power and materials with a focus on quality management of process; the firm conducts, from an overall perspective, the management.Project cost control has three integrated and interactive parts: organizing means, technical means, and financial means. Project management department is the center for project cost control on the basis of the bidding price, and so comes the formation of project cost control system based upon cost-efficient optimization of construction schemes; materials procurement, financing, staffing in a market-oriented way through the cooperation and concerted efforts of all departments and working teams.Construction project is a multi-target system within which the various targets may conflict with each other. The process to achieve the project is no different form the process in which compatibility is formed among these targets. To fulfill construction project up to certain quality standards within specified time and budget through full utilization of available resources is just the theme of this dissertation.
