From of old selecting personnel has been the important problem that every kind of society and social stratum pay attention to. This paper integrates current personnel selection measure and the technique of assessment, explores the method of how to seeing about cadre. To have an overall comprehension to the history of personnel selection, the ways and ideas of personnel selection from different ages and changing of the thought of personnel selection is analyzed. Then the views of modern personnel selection are synthesized, on the base of which the method and thinking of personnel selection are designed. The purpose of cadre evaluation research is to apply the advanced principle of modern science, use successful experience of performance management and personnel assessment in inland and abroad for reference, and reform the method to seeing about personnel contraposing to the problem exists in identifying personnel and making use of personnel and the shortage of evaluation method. According as the quantification of the virtues, ability, diligence, performance and probity in the process of cadre pullulation, synthesize information database to record the physical diathesis, political diathesis, knowledge diathesis, ability diathesis and psychology diathesis of cadre pullulation is build up in this paper on the base of the assessment of personnel efforts and performance. The process of choose the cadre for seeing about is choosing the likely ones to be recommended in public from the information database on the base of the request of the position, recommending in public, ensuring candidates to be selected. The process of seeing about concludes analyzing cadre's potential after synthesizing the information of the cadre, making quantificational appraisement and qualitative appraisement, giving advice on appointment. By this way, the shortcoming cadre appraisement is not scientific is surmounted, the efficiency and veracity of cadre selection is improved, which is benefit to the formulation of right orientation for employ persons and stimulant performance.There are three parts in this paper. The first one investigates the mechanism of using and testing cadres in ancient China and their influence. The second part analyzes the formation of neoteric thoughts on employee cadres in China, introduces the method of testing person with ability and assessing performance and points out the shortcoming of the method of seeing about cadres. The third part is divided into three chapters. In this part, the structure of synthesizing information database and the method to realize it are introduced by the numbers. Designing of the quantitative system for seeing about cadres, designing of proportion and analysis of cadre appraisement is introduced too.
