| After the important goal "develop socialist democratic politics, build socialist political civilization " proposed on the 16th Representative Conference of Communist Party of China, Hu Jintao, the General Secretary again proposed "control political power according to law" and other three ideas at the Fourth Plenary Session of the Party Central Committee, which require organizations and leading cadres at different levels of the party move strictly within the range of constitution and law. The urgent task what we are facing is constitutionalism construction. Strengthening constitutionalism has significant theoretical meaning and realistic meaning, because of this, I have done the preliminary discussion on the question of constitutionalism and its construction.The research on "constitutionalism and its construction" is analyzed on the multi-disciplinary angle of studying from political science, law science, administration etc. The subject of this text includes four parts: First part is about proceeding from the understanding of constitutionalism to analyze the general standard of constitutionalism construction . It is necessary to point out four factors in proceeding constitutionalism construction: leading party, economic situation, political foundation, cultural inherence. Second part deals with the necessary principle in constitutionalism construction, including the four cardinal principles, right principle, national situations and innovation. Third part is about the current situation of constitutionalism construction, it mainly deals with the gratifying achievements from the third Plenary Session of the 11th Party Central Committee and current problems on constitutionalism construction. The fourth part is mainly about putting forward the guidance instruction around strengthening Chinese socialist constitutionalism construction. Hope this essay can be helpful for Chinese power resistance theoretical research and practice process.
