So,when chooseing the mode of attracting foreign capital, this article is apt to make the state enterprise annexed from the foreign enterprise.Aiming at attracting foreign capital to the old northeasten industrial base ,utilizing thecomparative method and the method of integrating the theory and demonstration, this article analyse completely the actuality of using foreign capital and existent problem and compare to the Changjiang delta and Zhujiang delta which are good at attracting foreign capital.
