Study On Attracting Foreign Direct Investment For Development Zones ----taking Suzhou New District As The Example

From the initial survey in 1980's to the entrance of Foreign Direct Investment to china one after another in 1990's, the Foreign Direct Investment has experienced the establishment, the development, the stabilization and the fast increasement phases. According to the Global Investment Statistics Report from the World Bank in 2001, by the end of year 2000, China had been continuously recognized as the second best country for foreign investment for 6 years which followed the United States. Undoubtedly, the Foreign Direct Investment not only injected a significant active energy to China economy, meanwhile, but also it drives the progress of China economy. However, comparing with the expectation and the target, there is a long way to go in utilizing Foreign Direct Investment. For example the construction of foreign investment is not rational, the attribution of foreign investment generally is not good enough, etc. . All those problems must be solved during attracting the Foreign Direct Investment . In addition, after China joining WTO, more and more foreign investments will come to China which will highlight these issues.This paper was written under the above background. According to the theories of Foreign Trade, International Direct Investment, and Industrial Economics, the paper deeply analyzed the purpose of importing foreign direct investment, through the survey of current status, the developing trend and the issues of the foreign direct investment. At last the author proposed the basic strategy and policy for Development Zones to attract Foreign Direct Investment. The paper provided the following ideas: (1)Based on the facts of Suzhou High & New Technology Industry Development Zone, it studied the intention of the foreign direct investment, and the factors for its decision making; (2)Based on theanalysis to the issues during attracting and utilizing foreign direct investments, the author proposed some approach and strategy for solving these problems . (3) Through improving the environment for investment, the approach of attracting Foreign Direct Investment should be changed from "Quantity Increasing" to "Quality Increasing" .There are two special points for this paper: (1)Utilizing the different theories of International Trade, Direct International Investment, Industrial Economics and Management to study one subject, i. e., Appealing Foreign Direct Investment; (2)As far as the system of research is concerned , the article was put into a multilayer space observation model which clearly described the contents and the main ideas.Name: Li Hong(Business Administration) Directed by Jia Mingde...
